In effect since Feb. 17, 2005, EC 261/2004 states air passengers are entitled to compensation in the case of cancelation, long delays or denial of boarding due to overbooking. The bill details the basic regulations that must be followed by all air carriers based in the European Union, though only flights that depart or arrive in the EU are eligible for compensation.
